IPEC confirmed that it has no objection to International Credit Rating Agency providing credit rating services to registered insurers in Zimbabwe, subject to legislative compliance, quarterly reporting and submission of signed service-level agreements.

SECZ advised that credit rating agencies are not currently required to register or obtain accreditation from the Commission, while issuers are not prohibited from voluntarily using credit rating services when required.

IPEC reinsurance framework
Recognition within minimum reinsurance standards
IPEC’s Minimum Standards for Reinsurance, effective 1 January 2026, set minimum credit-rating thresholds for offshore reinsurers. The framework includes International Credit Rating Agency (ICRA) among the recognised rating agencies and specifies a minimum required ICRA rating of BBB for African reinsurers.
